What uses more fuel to reach max hight a hot air bloon or a Lockheed U2?

I would ume an aircraft would need much more fuel. It weighs much more than a hot air balloon and must maintain a rather fast constant speed in order to stay in the air. However, the hot air balloon can only go so high, depending on the surrounding air pressure.
