Un thawing Frozen Meat on the counter or in the sink, is it safe?

Is it safe to do this? Were I live it isn't hot out all the time, in fact its pretty cold here, sometimes I take meat out the night before I plan on cooking it, and I am just wondering if its safe to keep it in the sink or on the counter?
